Address by Mr. Khelil Abdelkader at the session of the China Economic and Social Forum 2026.
Hangzhou, Zhejiang – September 15, 2026.
Ladies and Gentlemen,
I would like to express my sincere gratitude to the organizing committee for this kind invitation, and I am pleased to participate in this sub-session dedicated to promoting cooperation in the areas of green technologies and industrial sectors..
At a time when the world is facing unprecedented climate and economic challenges, the green transition has become a key driver of sustainable development and a defining force in shaping global industrial policies.
With the launch of China’s 15th Five-Year Plan (2026–2030), China continues to strengthen its position as a global hub for research, innovation, and the development of clean technologies, creating new opportunities for international partnerships based on innovation, technology transfer, and sustainable industrial development.
This vision carries special significance this year as we commemorate the 70th anniversary of the establishment of diplomatic relations between China and African countries. Over the past seven decades, these relations have evolved from traditional cooperation into comprehensive strategic partnerships built on shared development, capacity building, technological innovation, and green growth.
Ladies and Gentlemen,
Today, cooperation in green technologies is no longer simply an environmental choice; it has become an essential pillar of economic resilience and sustainable development. In this context, China has emerged as a global leader in new energy vehicles, renewable energy technologies, green manufacturing, and green finance, contributing significantly to the global transition toward low-carbon development.
In this regard, the Communist Party of China, under the leadership of President Xi Jinping, plays a pivotal role in guiding these efforts through the vision of ‘Ecological Civilization’ and the principle of green development as a new quality productive force. This commitment is vividly reflected in the landmark initiatives launched by President Xi, such as the Green Belt and Road initiative and the Global Development Initiative (GDI). These initiatives have elevated China-Africa cooperation beyond traditional trade, paving the way toward building a community with a shared future for mankind, rooted in eco-innovation and sustainable investment..
As I witness these unique developmental fruits, I extend my warmest congratulations and best wishes to the People’s Republic of China, its leadership and people, and foremost to President Xi Jinping and all leaders and members of the Communist Party of China, on the occasion of the 105th anniversary of the Party’s founding, commending the great historical achievements it has accomplished in the field of environmental sustainability and in leading the world toward a greener and more balanced future.
Ladies and Gentlemen,
Within Africa, Algeria represents a promising example of this partnership. Thanks to its abundant natural resources, strategic geographic location, and exceptional solar energy potential, Algeria is pursuing an ambitious energy transition agenda. Among its flagship initiatives is the national program to generate 15 gigawatts of renewable energy by 2035, with Chinese companies playing an important role in the implementation of several large-scale solar energy projects.
Beyond renewable energy, Algeria and China are expanding their cooperation in industrial localization, advanced manufacturing, technology transfer, smart energy solutions, and human capacity development. These efforts contribute to creating local added value, strengthening industrial competitiveness, and supporting sustainable economic growth.
Their cooperation also extends to infrastructure, mining, and logistics, reflecting a shared vision of economic integration, sustainable development, and long-term prosperity. This comprehensive approach demonstrates how industrial cooperation can effectively support environmental sustainability while generating tangible economic benefits.
Ladies and Gentlemen,
The Algerian-Chinese partnership demonstrates that building a green economy requires more than natural resources or advanced technologies alone. It depends on mutual trust, knowledge sharing, innovation, and long-term strategic cooperation.
As we celebrate seventy years of China-Africa diplomatic relations, we have a unique opportunity to deepen cooperation in green technologies, sustainable industrialization, and innovation. By working together, China and Africa—and Algeria in particular—can build a greener, more resilient, and more prosperous future for generations to come.…in line with the objectives of this Forum on strengthening cooperation in green technologies and industrial sectors.
Thank you for your attention.
