ونزهو الصينية: فن ‘صناعة المال’ وجذورها الفلسفية وتطبيقاتها في الشرق الأوسط

وأنا أحزم أمتعتي مغادرةً ونزهو، لم أكن أغادر مجرد مدينة صينية أخرى. كنتُ أحمل معي حمولات زائدة من الأفكار التي تتزاحم في عقلي، تماماً كما تتزاحم حاويات الشحن في موانئ العالم. بخلفيتي المتنوعة التي تشمل العمل الحكومي والقطاع الخاص (في منطقة مثل الشرق الأوسط)، ومعرفتي المعمقة بكيفية عمل سلاسل التزويد المعقدة وشرايين التجارة الدولية، كنتُ أبحث هنا عن شيء يتجاوز الواجهات اللامعة أو الأرقام القياسية. كنتُ أبحث عن السر؛ السر وراء هذه الديناميكية التي جعلت من اسم “ونزهو” مرادفاً للريادة العالمية، ومثيراً للفضول كظاهرة تستحق الدراسة والتمحيص.

إن أرقام هذه المدينة تتحدث عن نفسها وتؤكد حجم الظاهرة التي نتناولها؛ فالناتج المحلي الإجمالي لوينزهو بلغ حوالي 971.9 مليار يوان صيني في عام 2024، وهو ما يعكس نمواً ملحوظاً يؤكد حيويتها الاقتصادية. والأهم من ذلك، أن القطاع الخاص فيها يلعب دوراً محورياً ومُحركاً أساسياً، حيث شكلت صادرات الشركات الخاصة حوالي 95% من إجمالي صادرات المدينة في عام 2023، مما يؤكد أن الديناميكية التي نتحدث عنها تتجسد بقوة في المبادرات الفردية والمؤسسات الخاصة التي تُعد ونزهو “مهدها” في الصين.

ما لمستُه في ونزهو لم يكن مجرد “بزنس” عادي، بل هو فن البزنس بحد ذاته، فنٌ برع فيه أبناء المدينة حتى عُرفت بقدرتها على “صناعة المال”. هي ليست فقط مصدراً للمنتجات، بل هي مصنع للمهارات؛ مهارات “كيف تصنع المال” التي تتوارث وتُصقل بالتجربة العملية اليومية. إنها قدرة فطرية على تحديد احتياجات السوق العالمية وتلبيتها بسرعة مذهلة، وبناء شبكات تجارية عالمية متشعبة غالباً ما ترتكز على الثقة والشبكات العائلية والمجتمعية. من منظور إدارة سلاسل التزويد، الأمر أشبه برؤية نظام بيئي يتسم بالمرونة والقدرة على التكيف والبقاء، متجاوزاً في كثير من الأحيان العقبات البيروقراطية التي قد تعيق الحركة في بيئات أخرى. برعت ونزهو بشكل خاص في صناعات محددة مثل الأحذية (التي شكلت ربع إنتاج الصين وثُمن إنتاج العالم في عام 2021)، المحابس والمضخات، المعدات الكهربائية منخفضة الجهد، والولاعات وغيرها من السلع الصغيرة التي وجدت لها “أسواقاً كبيرة” عالمياً بفضل هذه المهارات.

ولفهم الجذور العميقة لهذه الروح الريادية التي تميز ونزهو، يجدر بنا الإشارة إلى التاريخ الفكري للمدينة. لقد تشكلت روح المبادرة فيها وتاريخها بفعل الفلسفات البراغماتية لمدرسة فكر يونغجيا. هذه المدرسة التاريخية لم تركز فقط على الجوانب النظرية، بل قدمت منظوراً عملياً يرى أن التجارة والنشاط الاقتصادي ليسا مجرد أنشطة دنيوية، بل جزء لا يتجزأ من النظام الاجتماعي ويمكن أن يسهما في تحقيق الازدهار. هذا الأساس الفلسفي العملي قد يكون أحد الأبعاد الهامة التي تفسر لماذا يمتلك أبناء ونزهو هذه العقلية التجارية المتأصلة والموجهة نحو تحقيق النجاح المادي من خلال العمل والمبادرة.

للكشف عن بعض جوانب هذا “السر” من قلب الميدان، كان لي حديث مع إحدى قياديات شركات ونزهو، والتي قدمت رؤية عملية ومباشرة: السر يكمن، من وجهة نظرها، في العمل الجاد والمتابعة الحثيثة والمباشرة من قبل المسؤولين، فنحن لسنا مجرد قادة ألقاب وبرستيج، بل نحن في قلب العمل نتابع أدق التفاصيل. هذه الشهادة من قلب الميدان تلقي الضوء على ثقافة عمل لا تعرف الكلل، وتركز على النتائج من خلال الانخراط المباشر والإشراف الدقيق.

غير أن الملاحظات التي رصدتُها في المحافل الدولية التي جمعتني بهم تقدم جانباً آخر يستحق التأمل. فبينما كان حضور ممثلي الشركات قوياً للغاية، ويتسم بالحيوية والاستعداد للانخراط والمتابعة، تجلى ذلك حتى في حرصهم على التواصل الفعال عبر مختلف المنصات الرقمية – وهو ما لمستُه شخصياً بتلقي طلبات متابعة لأول مرة عبر لينكدإن وتويتر وفيسبوك من جانبهم كدلالة على هذا الانخراط؛ لوحظ في المقابل مغادرة بعض قادة المدينة الرسميين بسرعة بعد انتهاء الجزء المباشر من فعاليات المؤتمر، كما أن حضورهم الرسمي في الأنشطة اللاحقة لم يكن بنفس الوضوح أو الاستمرارية التي قد تُلاحظ في سياقات دولية أخرى تتطلب تفاعلاً مؤسسياً مستداماً.

هذا التباين يبرز أن الديناميكية العالية والانخراط المباشر على مستوى الشركات والذي يستحق الإشادة، يقابله -في هذا السياق المحدد- وتيرة مختلفة على المستوى الرسمي. وهذا يقودنا إلى نقطة جوهرية لا يمكن تجاهلها في عالم التجارة الدولية، وهي أنها ليست مجرد صفقات بين شركات، بل هي منظومة معقدة تعتمد بشكل أساسي على البيئة التمكينية والتسهيلات التي توفرها الجهات الرسمية والحكومية، وهو ما يدركه جيداً أي رجل أعمال دولي يسعى لشراكات طويلة الأمد. قوة العلاقات على المستوى المؤسسي والرسمي، وتوافر المعلومات الدقيقة، وسلاسة الإجراءات، والتمثيل القوي للمصالح التجارية على الساحة العالمية، هي عوامل حاسمة لنجاح واستدامة التبادل التجاري والاستثماري.

من هذا المنطلق، ورغم الإعجاب بالديناميكية الرائعة لشركات ونزهو على مستوى الأفراد والمؤسسات، فإن هناك حاجة ماسة لتعزيز الحضور الرسمي والمؤسسي لقادة المدينة وممثليهم في المحافل الدولية والفعاليات الاقتصادية الكبرى. إن التفاعل القوي والمنظم على المستوى الحكومي والتنظيمي يمكن أن يفتح آفاقاً أوسع ويزيل العقبات المحتملة ويسهل بناء جسور الثقة والتعاون، لتمكين شركات ونزهو بكفاءتها من الانخراط بشكل أكبر تأثيراً في سلاسل القيمة العالمية، وتوفير فرص حقيقية وموثوقة للنمو والشراكة مع مناطق مثل الشرق الأوسط. إن شركات ونزهو تستحق هذا الدعم الرسمي المعزز لتسهيل انخراطها الأكبر والأكثر تأثيراً.

بالنسبة لمنطقتنا في الشرق الأوسط، ونزهو تقدم درساً لا يقدر بثمن في قوة المبادرة الفردية والجماعية، وكيفية تحويل الموارد إلى فرص. إنها تطرح أسئلة جوهرية لصناع القرار حول مرونة نماذجنا الاقتصادية، والبيئة التي نوفرها لازدهار المهارات الريادية، وكيفية الاستفادة من قوة الشبكات غير الرسمية لدفع عجلة الاقتصاد. إن تشريح هذه الظاهرة الفريدة بشكل أعمق، مدعوماً بالبيانات والأرقام والتقارير الموثوقة التي تستحق البحث والتجميع، سيقدم مرآة نقيّة يمكن أن تساعدنا في إعادة التفكير في استراتيجياتنا التنموية والتجارية للمستقبل.

中国温州：”生财之道”的艺术、哲学根源及其在中东的启示

当我整理行囊，告别温州之际，我带走的不仅仅是一座中国城市的回忆。我的思绪中涌动着超载的理念，犹如港口中往来穿梭的集装箱，满载着思想的货物。凭借我在政府部门与私营领域磨砺出的多元背景（尤其是在中东地区），以及对复杂供应链运作和国际贸易命脉的深入理解，我此行所探寻的，并非仅仅是光鲜亮丽的外表或令人惊叹的数字。我所追寻的是一个奥秘；一个让“温州”之名成为全球创业代名词的奥秘，一个在西方被低声讨论为独特模式、在中东则以引人入胜的现象而值得深入研究和审视的奥秘。
我在温州所触及的，并非普通的“生意”，而是一种独到的“营商之术”，这座城市的人们在这门“生财之道”上炉火纯青。它不仅仅是产品的源头，更是一个技能的工厂；一套代代相传、在日常实践中不断打磨的“如何赚钱”的本领。这是一种与生俱来的能力，能以惊人的速度洞察并满足全球市场需求，并构建起一个庞大的全球商业网络，这个网络常常根植于信任、家族和社群关系之中。从供应链管理的角度看，这就像是一个充满韧性、应变自如、生命力旺盛的生态系统，它常常能跨越其他环境中可能阻碍发展的官僚障碍。温州尤其擅长一些特定产业，例如鞋类（2021年占中国产量的四分之一，全球产量的八分之一）、阀门和泵、低压电器设备以及打火机等小商品，凭借其精湛的技能，这些产品在全球范围内找到了“大市场”。
为了探寻这一“奥秘”的某些深层根源，我们有必要审视温州深厚的思想史。这座城市的创业精神和历史，正是由永嘉学派的务实哲学所塑造 。这一历史悠久的学派，并非仅仅专注于理论探讨，它提出了一个实践性的视角，认为商业和经济活动并非仅仅是世俗之事，而是社会秩序不可或缺的一部分，能够促进繁荣。这种务实的哲学基础，或许正是解释为何温州人拥有如此根深蒂固的商业理念，并能通过勤奋工作和主动创业实现物质成功的核心维度。
为了揭示这一“奥秘”的某些面貌，我曾与温州一家企业的领导者深入交谈。她提供了一个务实而直接的见解：在她看来，奥秘在于勤奋的工作和管理者孜孜不倦的直接跟进。“我们并非徒有虚名的领导者，而是深入一线，关注最细微的环节。” 这份来自实践前沿的证言，揭示了一种不知疲倦的工作文化，它通过直接参与和细致监督来聚焦成果。
然而，我在与温州商界人士的国际场合接触中，也观察到了一个值得深思的侧面。尽管企业代表们的出席表现得极其积极，充满了活力与投入，并主动寻求后续合作——我个人就首次收到了来自领英、推特和脸书的跟进请求，这正是他们积极投入的例证；但与此同时，却注意到部分温州市官方代表在活动直接环节结束后迅速离场，而且他们在后续活动中的正式亮相或持续参与度，不如在其他需要持续机构间互动的国际场合那样明显或持续。
这种反差突显了：企业层面蓬勃的活力和直接投入固然值得称赞，但在此特定背景下，官方层面的节奏似乎有所不同。这引出了国际贸易中一个不容忽视的关键点：它不仅仅是企业间的交易，更是一个复杂且高度依赖官方机构和政府所提供有利环境和便利条件的体系。任何一位寻求长期伙伴关系的国际商界人士都深知，机构和官方层面的关系强度、准确信息的提供、流程的顺畅以及全球舞台上商业利益的有力代表，是贸易投资成功和可持续发展的决定性因素。
基于此，尽管对温州企业在个人和机构层面的卓越活力深感钦佩，但仍迫切需要加强温州市领导及代表在国际场合和重大经济活动中的官方和机构性存在。这种强有力且有组织性的政府和管理层面的互动，能够开辟更广阔的视野，消除潜在障碍，并促进温州商界与包括中东地区在内的全球潜在伙伴之间信任桥梁的搭建与合作。温州企业凭借其自身的能力，理应获得这种强化的官方支持，以助其更深入、更具影响力地融入全球价值链，为中东等地区提供真实可靠的增长与合作机遇。
对于我们中东地区而言，温州提供了一堂宝贵的课程，它揭示了个人与集体主动性的力量，以及如何将有限资源转化为无限机遇。它向我们中东地区的决策者提出了核心问题：我们的经济模式是否足够灵活？我们是否提供了能让创业技能蓬勃发展的环境？我们是否充分审视了非正式网络在推动经济发展中的潜力？深入剖析这一独特现象，并辅以值得深入研究和收集的可靠数据和报告，将为我们提供一面清晰的镜子，有助于我们重新思考未来的发展和贸易战略。

Wenzhou, China: The Art of ‘Making Money’, Its Philosophical Roots, and Applications for the Middle East

As I gathered my belongings, departing Wenzhou, I wasn’t merely leaving another Chinese city. My mind was brimming with an overflow of ideas, much like shipping containers jostling in the world’s bustling ports. Drawing upon my diverse background, shaped within both government and the private sector (in a region such as the Middle East), coupled with my profound understanding of intricate supply chain operations and the lifelines of international trade, I embarked on this journey seeking something beyond mere glossy facades or impressive statistics. I was in pursuit of a secret; the enigma behind the dynamism that has made “Wenzhou” synonymous with global entrepreneurship, a phenomenon often quietly discussed in the West as a distinct model, and one that sparks considerable curiosity in the East, warranting diligent study and scrutiny.

Indeed, this city’s figures speak for themselves, underscoring the sheer scale of the phenomenon we are examining. Wenzhou’s GDP is projected to reach approximately 971.9 billion Chinese Yuan in 2024, reflecting remarkable growth that affirms its economic vitality. More significantly, its private sector plays a pivotal and driving role, with private enterprises accounting for approximately 95% of the city’s total exports in 2023. This confirms that the dynamism we observe is powerfully embodied in the individual initiatives and private institutions for which Wenzhou is known as “China’s cradle”.

What I experienced in Wenzhou was no ordinary business; it was the art of business itself—an art in which the city’s inhabitants have excelled, leading to its renown for “making money.” Wenzhou is not merely a source of products; it is a factory of skills, the “how-to-make-money” proficiencies that are inherited and refined through daily practical experience. It represents an innate ability to rapidly identify and satisfy global market demands, building widespread international commercial networks often founded on trust, family, and community ties. From a supply chain management perspective, it resembles a resilient ecosystem, capable of adaptation and survival, frequently circumventing bureaucratic hurdles that might impede progress in other environments. Wenzhou has particularly excelled in specific industries such as footwear (which accounted for a quarter of China’s production and one-eighth of global output in 2021), valves and pumps, low-voltage electrical equipment, and lighters, among other small commodities that, thanks to these skills, have found “big markets” worldwide.

To fully grasp the deep roots of Wenzhou’s distinctive entrepreneurial spirit, we must consider the city’s intellectual history. Its spirit of initiative and historical trajectory have been shaped by the pragmatic philosophies of the Yongjia School of thought. This historical school did not solely focus on theoretical aspects; rather, it offered a practical perspective, viewing commerce and economic activity not merely as mundane pursuits, but as integral components of the social order that can significantly contribute to prosperity. This practical philosophical foundation may well be one of the critical dimensions explaining why the people of Wenzhou possess such an ingrained commercial mindset, oriented towards achieving material success through hard work and initiative.

To uncover certain facets of this “secret” from the ground, I conversed with a leading executive from a Wenzhou company. She offered a practical and direct insight: the secret lies, in her view, in diligent work and persistent, direct oversight by those in charge. “We are not merely leaders with titles and prestige; we are at the heart of the work, scrutinizing the finest details.” This testimony from the field illuminates a tireless work culture, focused on results through direct involvement and meticulous supervision.

However, observations I made in the international forums where I encountered them present another aspect worth contemplating. While the presence of company representatives was remarkably strong, characterized by vitality and a readiness to engage and follow up—a fact I personally experienced by receiving follow-up requests for the first time via LinkedIn, Twitter, and Facebook from their side, indicative of their deep engagement—it was conversely observed that some official city leaders departed quickly after the direct portion of the events concluded. Furthermore, their official presence in subsequent activities was not as discernible or sustained as might be observed in other international contexts that demand continuous institutional interaction.

This contrast highlights that the high dynamism and direct engagement at the corporate level, which are indeed commendable, are met—in this specific context—with a different pace at the official level. This leads us to a fundamental point that cannot be overlooked in the realm of international trade: it is not merely a series of individual deals between companies, but a complex system fundamentally dependent on the enabling environment and facilitations provided by official and governmental bodies. Any international businessperson seeking long-term partnerships well understands that the strength of relationships at the institutional and official level, the availability of accurate information, the fluidity of procedures, and the robust representation of commercial interests on the global stage are crucial factors for the success and sustainability of trade and investment exchange.

From this standpoint, despite the admirable dynamism of Wenzhou’s companies at the individual and institutional levels, there is an urgent need to enhance the official and institutional presence of the city’s leaders and their representatives in international forums and major economic events. Strong and organized interaction at the governmental and regulatory level can unlock broader horizons, remove potential obstacles, and facilitate the building of trust and cooperation between Wenzhou’s business community and its potential partners worldwide, including the Middle East—a region that seeks genuine and reliable opportunities for growth and partnership. Wenzhou’s highly efficient companies deserve this enhanced official support to facilitate their greater and more impactful engagement in global value chains.

For our region in the Middle East, Wenzhou offers an invaluable lesson in the power of individual and collective initiative, and how to transform limited resources into boundless opportunities. It poses fundamental questions for our decision-makers regarding the flexibility of our economic models, the environment we cultivate for the flourishing of entrepreneurial skills, and how we can leverage the power of informal networks to propel economic growth. A deeper dissection of this unique phenomenon, supported by reliable data and reports that warrant thorough research and compilation, will present a clear mirror, helping us to rethink our developmental and commercial strategies for the future
