Chinese Ambassador to Algeria, Dong Guangli, outlined Beijing’s development vision and the main axes of China’s 15th Five-Year Plan during a press briefing at the Chinese Embassy in Algiers. He reaffirmed China’s determination to “share development opportunities with the world,” with Algeria remaining a priority partner in Africa and the Arab world.
Governance and Development: A Model Built on Stability
The ambassador emphasized that China’s success stems from a governance model aligned with national realities under the leadership of the Communist Party of China (CPC). Over several decades, China has transformed from a poor nation into the world’s second-largest economy, driven by long-term planning, innovation, and people-centered policies.
He highlighted the CPC’s commitment to continual self-reform, effective poverty alleviation campaigns that mobilized millions of grassroots workers, and strict anti-corruption measures that reinforce modern governance across the state.

China’s 15th Five-Year Plan: Innovation, Quality, and Social Well-Being
The plan sets China’s direction for the next five years with a focus on:
Promoting high-quality development and advanced manufacturing
Expanding the digital economy and implementing nationwide “+AI” initiatives
Improving social welfare systems—education, health, housing, and care for vulnerable groups
Deepening economic openness and building a unified national market
Advancing green development and strengthening national security
A Rising Global Force for Growth and Stability
Dong noted that China contributed 30% of global economic growth in recent years and will continue supporting global development through trade openness, including zero-tariff policies for 53 African countries. He also underscored China’s proactive role in peacekeeping and global security, highlighted in a new white paper on disarmament and non-proliferation.
China–Algeria Partnership: Stronger Than Ever
According to the ambassador, bilateral relations are experiencing unprecedented momentum under the leadership of Presidents Tebboune and Xi Jinping. Key achievements in 2025 include:
Strengthened political trust and continuous high-level exchanges
Trade surpassing USD 10 billion, with major investment agreements exceeding USD 2 billion
Progress in strategic projects such as the National Digital Services Center and mining railway lines
Launch of direct flights between Guangzhou and Algiers
Expanding cooperation in renewable energy, mining, and digital transformation
Cultural ties also deepened with the opening of Algeria’s first Confucius Institute at the University of Algiers 2 and renewed enthusiasm among Algerian youth for Chinese language and culture. China also reaffirmed its enduring medical support, having dispatched 28 medical missions to Algeria since 1963.
Dong stressed that the developmental visions of China’s new Five-Year Plan and Algeria’s “New Algeria” agenda are highly complementary, opening promising pathways for enhanced cooperation—especially within the framework of high-quality Belt and Road cooperation.
